Description
We are looking for an Test & Evaluation Planner to assist in the overall developmental and operational testing across all of the capabilities produced under multiple efforts ICW J3 and J9. The T&E Planner is responsible for coordinating with USCYBERCOM Development Testing and Evaluation (DTE) group to obtain approval upon successful completion of DT&E event for all capabilities produced. Furthermore, understand all processes and procedure in accordance with the DoD, and USCYBERCOM rules and regulation for Testing and Evaluation of cyberspace capabilities. Review, and assist with the production of test plans, test reports and aggregate all documentations (i.e. user manual, training manual, code artifacts, etc.) required for DT&E. Track progress, brief leadership, and create/update documentation/webpages, revise processes, update policies, and submit tickets all in reference to capability DT&E and training.


Tasks/Responsibilities to be performed:

  • Coordinate all activities with USCYBERCOM J9 DTE group, as well as external T&E organizations for Operational Test & Evaluations (OT&E) and operator training.
  • Research and document existing T&E requirements using available DoD T&E guidance and publication as part of a T&E management strategy.
  • Work with Project and Program leads to assist in the development of test plans, test strategies, test results documentation, and help prepare briefings and presentations based on the testing.
  • Analyze collected information and prepare test reports based on USCYBERCOM criteria.
  • Use in-depth knowledge of customer requirements to guide test documentation and management; and help establish/draft documentation for information handling processes.
  • Help drive T&E process improvement and provide timely updates to the Intel Leads across the program LOEs.
  • Share knowledge of  T&E management practices and techniques to advise analysts and mission leaders in analytic processes, procedures, disciplines, tools, tasks, policies, and standards.
  • Collaborate, network and partner across the LOE targets, disciplines, and organizations to help refine the T&E requirements.
  • Have working knowledge of current T&E guidelines, directives, and policies.
Location: Fort George G. Meade, MD

Qualifications:
  • Current TS w/SCI access preferred, SCI-eligible will be considered based on experience and skillset. Background investigations less than 5 years old
  • Current CI or FS polygraph preferred, Out-of-scope (more than 5 years will be considered based on experiences and skillsets
  • Experience working within Special Access Programs or IJSTO preferred, but not a limiting factor for selection

  • Some travel in CONUS locations expected
